Kano Assembly Passes Bill to Regulate Private School Fees

The Kano State House of Assembly has passed the Kano State Private and Voluntary Institutions Board (Amendment) Bill, 2026, introducing new measures to strengthen the regulation of private educational institutions, including oversight of tuition fee increases.

The bill was approved during Monday’s plenary after lawmakers considered and adopted the report of the House Committee on Education, which conducted public hearings and consulted relevant stakeholders before presenting its recommendations.

One of the major provisions of the amended legislation requires private and voluntary schools across Kano State to obtain official approval before increasing tuition or any other school-related fees.

The measure is intended to protect parents and guardians from arbitrary or excessive fee hikes while ensuring that any proposed increase is subject to regulatory review.

Lawmakers said the provision would promote greater transparency and accountability in the administration of private educational institutions across the state.

The amendment also provides for the establishment of the office of an Executive Secretary, a move aimed at improving the management and day-to-day administration of the Kano State Private and Voluntary Institutions Board.

The new office is expected to strengthen the board’s oversight functions and enhance the implementation of policies governing private and voluntary schools.

Speaking after the passage of the bill, Speaker Ismail Falgore commended members of the Assembly for their contributions throughout the legislative process.

He described the amendment as a significant step towards improving the administration, regulation and effective management of private and voluntary educational institutions in Kano State.

According to the Speaker, the legislation reflects the Assembly’s commitment to ensuring quality education while balancing the interests of school proprietors, parents and students.

The House Committee on Education carried out extensive consultations before the bill was passed, holding public hearings and engaging education stakeholders to gather inputs on the proposed amendments.

Lawmakers said the consultations helped shape the final provisions of the legislation and ensured that the law addresses concerns raised by school operators, parents and other interested parties.

With the passage of the amendment bill, private schools in Kano State will now be required to comply with the new regulatory framework governing tuition adjustments and institutional management, subject to the prescribed approval process.
